Aqua Tech Power Filter provides drinking water for guppies?

I just bought a 10 gallon tank with a Filter Aqua Power Tech. if I put Tap Water in the tank to the filter, the filter will make tap water for 24 baby guppies if you eliminate toxic ammonia and nitrite?
